How to become a Democratic PCO

There are two ways to become a Precinct Committee Officer (PCO). You may be elected by the voters of your precinct, or you may be appointed by the county democratic committee chair.

Elected PCOs

A new set of elected PCOs are elected by the voters of your precinct during the state primary election, held in even-numbered years. PCOs serve a term of two years, commencing December 1st.

During December of even-numbered years, the elected PCOs meet to reorganize their Legislative District and County democratic parties. During this reoranization meeting, the elected PCOs ratify the bylaws, and elect the new executive board members.

To be elected as a PCO, you must file (for $1) as a candidate for election with your county auditor during the last week of July of an even-numbered election year. You may also be elected by a write-in campaign, but you must still file as a write-in candidate.

Only elected PCOs may vote for elected executive board members, and on bylaws ratification or amendment.

Appointed PCOs

If there is a vacancy in the democratic PCO position in your precinct, you may be appointed to the office of PCO by the chair of your county democratic party. The chair of your Legislative District democratic organization must approve of your appointment.

Here are the basic steps to becomming an appointed PCO:

  1. Find out what precinct you reside within, using the precinct locator.
  2. Attempt to find the PCO for your precinct, by checking this PCO list. If there is already a PCO for your precinct, you may not be appointed a PCO. Instead, work closely with your PCO.
  3. If there is a vacancy in the PCO position for your precinct, you are eligible to be appointed as a PCO.
  4. Print and fill out this 2006 PCO Application Form (pdf, doc, odt).
  5. Approach the chair of your Legislative District democratic party, and say that your would like to become an appointed PCO.
  6. If the chair of your Legislatie District Democratic party approves, he or she will recommend your appointment to the chair of the County Democratic Party. If approved, your appointment will usually take place the next regular meeting of your County's Democratic Party Executive Board.
